Mandatory RMLV training
Responsible Management of Licensed Venue (RMLV) training
is a mandatory requirement for licensees (if individuals) and
approved managers.
RMLV training may also be required for permit holders under
certain circumstances.
Licensees (or permit holders) must ensure all approved managers
have a current ‘licensee’s course certificate’ for RMLV and a
‘training course certificate’ for Responsible Service of Alcohol
(RSA).
How long is RMLV training valid?
RMLV training will remain current for a period of three years,
after which time the holder of the certificate will need to
renew the training.
How long is the RMLV training course?
The course takes two full days to complete.
RMLV requirements for approved managers
Both certificates for RMLV and RSA are valid for three years and
it is the responsibility of both the holder of the certificate
and the licensee to ensure approved managers working at the
premises are in possession of current certificates.
As RSA and RMLV certificates are valid for three years, and
approved managers’ approval is valid for five years, approved
managers must renew their certificates to continue in the
approved manager role.
If the RSA and RMLV certificates are not renewed then the
approved managers’ approval expires.
Training register
It is a requirement for licensees to maintain an up to date
training register.
Keeping a register on the premises will help keep track of staff
members’ training requirements.
Do I need RMLV training if I am a former-nominee?
A person who is a nominee for a licence or permit immediately
before 1 January 2009 is taken to hold an approval as an
approved manager until 30 June 2010, unless the approval is
cancelled or surrendered before that day.
Such persons are still required to complete the RMLV and RSA
training (if not already obtained) if they wish to continue as
an approved manager.
A formal application to be an approved manager must also be
completed and submitted to OLGR prior to 30 June 2010.
RMLV requirements for community-based licensed premises
The following licence/permit types, where the service or supply
of liquor is provided only by volunteers, do not require the
licensee (or permit holder) to have completed RMLV training:
community club licence
community other licence
community liquor permit
restricted liquor permit.
For these licence and permit types where the service or supply
of liquor is provided only by volunteers, the licensee/permit
holder must take reasonable steps to ensure there is a person
with current RSA training to supervise the other volunteers.
An approved manager need not be present if the service or supply
of alcohol is provided only by volunteers
